A CLI (Commission Locale d’Information) is an independent local information committee established for each nuclear facility under French law. It brings together local residents, local authorities, and experts to ensure transparency regarding nuclear facilities.
Currently, 53 CLIs have been established across France, providing continuous information-sharing and dialogue on issues such as the safety and the radiation protection of workers, the public and the environmental of each nuclear facility.
On October 23, 2025, the NPO Fukushima Dialogue signed a Memorandum of Understanding (MoU) with the CLI of Golfech (CLI Golfech), which oversees matters related to the Golfech Nuclear Power Plant located in the Tarn-et-Garonne department in southwestern France.

The purpose of this Memorandum is to promote mutual learning and exchange of views on how local communities can take an active role in dialogue and information-sharing concerning nuclear facilities including nuclear accidents.
By sharing experiences from two different contexts—France and Fukushima—we aim to further deepen approaches to citizen participation in dialogue and decision-making processes.
Specific activities under this partnership will be discussed and developed jointly by both parties.
